What are Export Proceeds from Natural Resource Exports (DHE SDA)?
- Foreign Exchange Export Proceeds from Natural Resources Export Goods, hereinafter abbreviated as DHE SDA, is Foreign Exchange from export activities of goods stemming from the business, management, and/or processing of natural resources. Government Regulation No. 2 of 2026 and Government Regulation No. 21 of 2026.
- DHE SDA is stemming from the proceeds of exported goods of the mining, plantation, forestry, and fishery sectors.
What is DHE SDA Dedicated Account (Rekening Khusus DHE SDA)?
- DHE SDA Dedicated Account (Rekening Khusus DHE SDA) is an exporter's account maintained at a bank conducting business activities using foreign currencies, designated specifically for receiving and holding DHE SDA proceeds. Government Regulation (PP) No. 2 and No. 21 of 2026.
- Maintaining a DHE SDA Dedicated Account (Rekening Khusus DHE SDA) is mandatory for exporters holding DHE SDA with an export value stated in the Export Declaration (PPE/PEB) is at least USD 250,000 or its equivalent.
What are stipulations of Government Regulation Number 2 of 2026 and Number 21 of 2026 concerning Export Proceeds from Natural Resource Exports (DHE SDA)?
- Incoming DHE SDA:
- The Exporter is required to deposit all DHE SDA proceeds into the Indonesian financial system through the placement of these funds into the DHE SDA Dedicated Account at a bank conducting business activities using foreign currencies, which in this matter must be a State-Owned Enterprise Bank (SOE Bank) no later than the end of the third month following the month of Export Declaration (PPE/PEB) registration. (Article 6 - Government Regulation No.2 of 2026).
- Mandatory placement and Retention of DHE SDA:
- Mandatory placement of 100% of DHE SDA in a SOE Bank shall be for a minimum of 12 months from the date of placement in DHE SDA Dedicated Account.
- Specifically for the oil and gas mining sectors, the placement of DHE SDA must be at least 30% for a minimum of 3 months from the date of placement in DHE SDA Dedicated Account.
- Specifically for the mining sectors in relation to the implementation of bilateral trade agreements, memoranda of understanding, or other trade-related accords—Natural Resource Export Proceeds (DHE SDA) may be placed in a dedicated DHE SDA account for a minimum of three months, and such funds may be held at banks authorized to conduct Foreign Exchange Business Activities.

- Conversion into Rupiah is capped at a maximum of 50% of the accumulated incoming into DHE SDA in the DHE SDA Dedicated Account held at an SOE Bank during the incoming month of receipt of DHE SDA proceeds.
- Payments in a foreign currency for tax obligations, non-tax state revenue, and other obligations to the government in accordance with statutory regulations shall be processed by submitting supporting documents such as a Billing ID or proof of transfer.
- Payment of dividends in a foreign currency shall be processed by submitting a copy of the General Meeting of Shareholders (GMS) minutes approving the dividend distribution.
- Payment in a foreign currency for procurement of goods such as raw materials, auxiliary materials, or capital goods and services shall be processed by submitting supporting documents such as contracts or invoices and a statement letter signed by the exporter.
- o Repayment of loans for the procurement of capital goods and working capital in a foreign currency shall be processed by submitting supporting documents such as a credit agreement with the repayment schedule, proof of credit disbursement, including account history from creditors to the debtor, fund transfer orders, such as an MT103 and validated remittance application form, and a statement letter signed by the Exporter
How can an exporter comply with the requirements for reporting of the incoming, placement, and utilization of DHE SDA according to regulation?
Exporters may coordinate with Bank Mandiri’s officers to report incoming and outgoing transactions on the DHE SDA dedicated account, and ensure the correct Transaction Purpose Code (STT) is applied.
The list of Transaction Purpose Codes (STT) refers to Appendix II of PADG No. 13 of 2026, dated June 18, 2026, published by Bank Indonesia, and any amendments thereto (if any).
Regarding the maximum conversion cap of 50% during the incoming month of the DHE SDA proceeds, what solutions are available to exporters who require more than 50% in IDR funding for operational expenditure?

If an exporter projects incoming funds to their DHE SDA Dedicated Account on the last day of the month, but is concerned about missing the "Today" cut-off time for a currency exchange transaction should the funds be received in the afternoon, what solution does the exporter have to enable them to lock in the conversion to IDR within the same month?
In addition to FX Today transactions, DHE SDA Exporters may execute FX transactions one, two, or several business days before the last business day of the month, and settle such transactions on the date the funds are credited to DHE SDA Dedicated Account subject to the following transaction exchange rate options:
FX Tom, settlement 1 (one) next business
day (T+1)
FX Spot, settlement 2 (two) business days (T+2)
FX Forward, settlement more than 2 (two) business days

In the event that the Natural Resource Export Proceeds (DHE SDA) funds, which were previously projected to be received at the end of the month, are not realized and only credited to the DHE SDA Dedicated Account at the beginning of the following month, accordingly, the DHE SDA exporter must apply for a roll-over for the executed Tom/Spot/Forward transactions.
